Witnesses
Joshua was in the Tent with Moses when he saw him face to face but God was talking to Moses and not to Joshua. Joshua may have been there as a scribe or a witness.
Moses was a restorer prophet, Adam and Jacob saw God face to face. Moses was the restorer to Israel of the original state of man as we were in the garden. God spoke to many after they believed that he spoke to one.
Elijah and Elisha for example. They were both prophets tho I know nothing of the phrase face to face being connected with them. Elijah was taken by God and Elisha was a witness. That seems to be the patter, the man that God speaks to and witnesses.
